Help Kentucky NORML Strengthen the Medical Cannabis Program: Take the 2025 Implementation Survey

Kentucky’s medical cannabis program is finally beginning to take shape, but patients and caregivers across the Commonwealth continue to face barriers, unanswered questions, and uneven access. As the rollout progresses, policymakers in Frankfort are already evaluating what is working and what needs improvement.

Kentucky NORML is launching a statewide Medical Cannabis Implementation Survey to ensure lawmakers hear directly from the people most affected by this program—not just from regulators or license holders, but from patients, caregivers, providers, and community members.

This initiative will inform Kentucky NORML’s 2026 Implementation Status Report, a document we will deliver to key legislators, the administration, and relevant committees to ensure the program is implemented equitably, responsibly, and with the patient at the center.

Why This Survey Matters Right Now

Legislative leaders—including key committee chairs—have stated that they want more data before considering any additional medical or adult-use cannabis reforms. With sales just beginning and regulations still evolving, your voice is essential.

By participating, you help Kentucky NORML:

  • Document on-the-ground challenges with patient access

  • Identify gaps in provider education and certification availability

  • Highlight geographic inequities or affordability barriers

  • Understand community readiness and economic impact

  • Elevate patient and caregiver concerns that may not be reaching Frankfort

Your responses will help strengthen advocacy efforts and provide legislators with the evidence-based insights needed to improve the program.

What the Survey Covers

The survey takes 5–10 minutes and includes five focused sections:

  1. About You
    Basic non-identifying information that helps us understand who is responding and from which regions.

  2. Awareness & Understanding
    Assesses how clearly Kentucky’s medical cannabis program has been communicated to patients and the public.

  3. Access & Readiness
    Identifies barriers such as lack of certified providers, difficulty obtaining required documentation, travel distance, program cost, or limited information.

  4. Economic & Community Impacts
    Gathers perspectives on how medical cannabis businesses affect local communities and economies.

  5. Feedback for Lawmakers
    Your direct opportunity to tell Kentucky’s elected officials what is working, what is not, and what needs to change.

All individual responses will remain confidential. Kentucky NORML will report only aggregated findings.
